Central problem to be addressed
|
Currently
the standards development time fails to meet the stakeholder demand, it takes
too long. If the standardization process could be shortened, the
organizations could apply these standards sooner and enjoy the advantages in
a shorter time.

|
Today´s
businesses are in a dynamic and more and more connected environment.
Organizations try to connect their business processes for the better
productivity and higher efficiency.
Organizations
need interoperability to align their processes. It is generally accepted that
interoperability is supported by standards. Therefore the development of
standards is essential for organizations. However the current average
standards development time takes too long, it does not provide standards
quickly, which is desired by the stakeholders.
Currently
the average time of standards development is 36 months. The importance of the
problem is shown by the European Commission too, who demands that before 2020
the average time is reduced by 50%, down to 18 months. 18 months are still
too much in practice. In fast changing business environment, the long
development time makes the cooperation difficult. Companies lose a lot not
having the advantage of the interoperability. Almost $3.9 billion annual loss
in the electronics industry and $5 billion annual loss are estimated in the
automotive industry. (Steinfield et al., 2011) These losses could be
eliminated with appropriate level of interoperability.
Semantic
standards may address product identification, data definitions, business
document layout and/or business process sequences. They are designed to
promote communication and coordination among the organizations. (Steinfiled
et al. 2007) If a semantic standard fulfills the aforementioned points, it
has a great chance to successfully support interoperability.
TNO
has already successfully launched standard development project, where using
the Pressure Cooker concept, they managed to shorten the development time. In
these projects, the stakeholders were continuously working on the standards
for a week guided by TNO experts. By the end of the week, they managed to
reach consensus and the end products were standards they could use later on.
The
TNO projects show that it is possible to shrink the average development time.
In this research, I will use their practical experience to design a new
concept, which is scientifically grounded as well. I do the research in the
hope of a standards development concept that is repeatable and guaranties
good quality of standards in a significantly shorter time than the current
development concepts.

Research approach
|
In
this research, a new approach will introduce a development process for
standardization, which has a shortened developing time. This new concept will
be built on theory and on observations derived from case studies. The case
studies will include Pressure Cooker applications. The research will evaluate
the past applications of the Pressure Cooker to gain knowledge about the
practical use. The ultimate goal of the research is to design a modern
approach for semantic standards development.

Hogy nagyjából miről is szól, azoknak akiknek a táblázat nem sokat mond:
Vannak úgynevezett szemantikus standardok. Ezek azért kellenek, mert a különböző szervezetek, vállalatok nem tudnák az üzleti tevékenységeiket megfelelően összekapcsolni. A szemantikus azt takarja, hogy ezek a standardok nem kifejezetten technikai jellegűek. Magasabb szinten állnak nem azt határozzák meg hogy például a kommunikáció hogyan is zajlik, hanem azt hogy egy üzenetnek milyen formátumban kell lennie. Talán egy példával a legjobb illusztrálni. Valós eset volt a holland hullkadékgyűjtésben. Több különböző cég vesz részt a kukák ürítésében és a szemét megfelelő elszállításában valamint tárolásában. Mivel Hollandiában szemmel láthatóan több különböző rendszer működik egymással párhuzamos e témakörben (mi például egy az utca alatti szemétgyűjtő konténerbe dobjuk a szemetet, míg más házat az utcában a klasszikus kukákkal szabadulnak meg a háztartási hulladéktól. Ezen felül kevésbé látványos, de különböző járműveket is használnak. Ez a rendszer nem működhetne túl hatékonyan egy közösen használt séma nélkül. Szóval a cégek a TNO-val együtt egy hétig tárgyaltak, aminek a végén sikerült megegyezniük egy olyan adatreprezentációs formátumban, ami az összes felmerülő kérdést lefedi. Ezt használva mindannyian, gond nélkül tudják az információt egymás között megosztani. Ahol nincs monopólium és sok különböző megoldás van, ez igen bajos lenne együttműködés nélkül.
Ez mind szép és jó, azonban a klasszikus standard fejlesztés átlagosan 36 hónapig tart. Ez borzalmasan hosszú idő. És itt jön képbe az általam kutatott és kifejleszteni kívánt módszer, mely ezt a fejlesztési időt drasztikusan lecsökkentené. Az még kérdés, hogy pontosan mennyire, de szerintem 2-3 hónap maximum.
Ez a azonban felvett olyan kérdéseket is, hogy vajon a mennyi idő szükséges ahhoz, hogy ezek a standardok magas színnvonalúak maradjanak, van-e egy optimális idő és hogy mennyibe is kerül ez a résztvevő cégeknek.
A TNO által már alkalmazott Pressure Cooker-t használom majd esettanulmányként.
